Can I use TFS 2017 with visual studio 2012 to implement complete CI/CD? Is there any extension available to vs 2012 to get full support of TFS 2017?

Yes you can use TFS 2017 with VS 2012, go to team explorer ,add TFS2017, to define CI/CD.you need to change the XAML file .
You can do the build, code review post build, deployment,Code quality ,sanity/full test etc…
